GUIDES/SUCCESS RATES

Success rates

Most EU research and education calls now fund between 7% and 20% of eligible proposals. Passing the quality threshold is only the first condition: in Horizon Europe about 70% of proposals above threshold go unfunded.

Success rates

How success rates are counted

Official rates divide funded proposals by eligible proposals, after excluding inadmissible or ineligible ones. Many good proposals pass all thresholds and still go unfunded.

Details and sources
  • Horizon Europe 2021-2025: 57% of eligible proposals reached the minimum quality threshold, but about 70% of those above threshold were not financed.
  • Funding gap 2021-2025: an extra EUR 118.5 billion would have been needed to fund all above-threshold proposals.
  • Seal of Excellence: awarded where the call provides for it to proposals judged fundable but not funded for budget reasons (e.g. 4 European Universities proposals in 2026; 60 EIC Accelerator applicants in the October 2025 round).
  • Two-stage calls: a realistic rate uses stage-1 submissions as denominator; stage-2 rates look higher because proposals are pre-selected.
  • Programme-part averages hide large topic-level spread; individual topics can be far below or above the average.

Horizon Europe overall and by programme part (2021-2025)

Across 2021-2025 about one in seven eligible proposals was selected. Health, food and widening do better than average; EIC and civil security do worse.
